Douglas Ament Appointed Chief Information Officer


Register of Copyrights Maria A. Pallante has appointed Douglas Ament to the position of Chief Information Officer (CIO), United States Copyright Office, effective March 2014. Ament will serve as the Register’s top advisor on information technology initiatives and will be principally responsible for developing technology strategies related to upgrading and recalibrating Copyright Office services over the next several years. He will work closely with other members of senior management, including Rob Kasunic, head of registration policy and practices; David Christopher, head of operations; and Elizabeth Scheffler, head of the newly created office of public records and repositories. Elizabeth R. Scheffler Appointed Director, Office of Public Records and Repositories


Register of Copyrights Maria A. Pallante has appointed Elizabeth R. “Liz” Scheffler to the position of Director, Office of Public Records and Repositories, United States Copyright Office, effective March 2014. Pallante created the position as part of a larger effort to reallocate resources to areas of critical importance and to develop technical standards and capabilities that will, in the long run, make the Copyright Office more interoperable with, and responsive to, the global marketplace. Jacqueline C. Charlesworth Appointed General Counsel and Associate Register of Copyrights


Register of Copyrights Maria A. Pallante announced July 30, 2013, that she has appointed Jacqueline C. Charlesworth as General Counsel of the U.S. Copyright Office and Associate Register of Copyrights. Charlesworth most recently served as Senior Counsel to the Register, advising the Register on a broad range of legal and policy matters affecting the Copyright Office and the national copyright system, including litigation, rulemakings and a Congressionally directed study regarding small copyright claims. Robert J. Kasunic Appointed Associate Register of Copyrights and Director of Registration Policy & Practice


Register of Copyrights Maria A. Pallante announced April 16, 2013, that she has appointed Robert J. Kasunic to the position of associate Register of Copyrights and director of registration policy and practice. Kasunic served most recently as deputy general counsel of the Copyright Office where he oversaw the implementation of policy, regulations, and practices on copyright registration and deposit issues; and worked regularly with the Department of Justice on related litigation. Karyn Temple Claggett Named Associate Register of Copyrights and Director of Policy & International Affairs


Register of Copyrights Maria A. Pallante announced January 30, 2013, that she has appointed Karyn Temple Claggett to the position of associate Register of Copyrights and director of policy and international affairs. Temple Claggett served most recently as senior counsel for policy and international affairs where, since March 2011, she has worked on a wide array of the Office's policy and international initiatives, including legal solutions for users of orphan works, institutions engaged in mass digitization, and persons who require accommodations because of print disabilities. She was a member of the U.S delegation to Beijing in June 2012, where member states of the World Intellectual Property Organization concluded a treaty for the protection of audiovisual performances. David J. Christopher, Chief of Operations


Register of Copyrights Maria A. Pallante has named David J. Christopher to the position of chief of operations, United States Copyright Office, effective December 17, 2012. Christopher assumes the duties following 18 months as the chief of the Office's Information and Records Division, where he managed the public information office, publications and document recordation, and commenced several of the Register's ongoing special projects, including the digitization of millions of historic copyright records and overhaul of the processes for publicly recording and searching copyright titles, assignments and licenses. Since joining the Copyright Office in 2006, Christopher has been involved in almost all of the Office's business functions, including registration processes, union negotiations, budgeting, external communications, federal contracts, strategic planning, and ongoing reengineering efforts. Maria A. Pallante, Register of Copyrights


Librarian of Congress James H. Billington has appointed Maria A. Pallante as the 12th Register of Copyrights and director of the United States Copyright Office, effective June 1, 2011. Pallante served as the Acting Register for five months, following the retirement of Marybeth Peters on December 31, 2010.

In announcing his decision, Billington stressed the increasingly important role of copyright law in the current knowledge economy and the numerous complex issues facing copyright owners as well as users of copyrighted materials. He noted the particular challenges of protecting authors ' intellectual-property interests in the online environment and achieving meaningful exceptions and limitations that serve the public interest in the 21 st century.
