ASCERTAINMENT OF CONTROVERSY FOR 1996 CABLE ROYALTY FUNDS (63 FR 49928)
The Copyright Office directs all claimants to royalty fees collected for
secondary transmission by cable systems in 1996 to submit comments as to
whether a Phase I or a Phase II controversy exists as to the
distribution of these funds.

RATES AND TERMS ANNOUNCED FOR NONCOMMERCIAL EDUCATIONAL BROADCASTING
COMPULSORY LICENSE (63 FR 49823)
The Librarian of Congress, upon the recommendation of the Register of
Copyrights, is announcing the rates and terms of the noncommercial
educational broadcasting compulsory license for the use of music in the
repertoires of the American Society of Composers, Authors and Publishers
(ASCAP) and Broadcast Music, Inc. (BMI)  by the Public Broadcasting
Service, National Public Radio, and other public broadcasting entities
as defined in 37 CFR 253.2, for the period 1998 - 2002. The Librarian is
adopting the determination of the Copyright Arbitration Royalty Panel
(CARP). The Recommendation and Order will be available on the Copyright
Office Website at http://www.copyright.gov/fedreg. The CARP report
will be available at http://www.copyright.gov/carp.

October 5, 1998: Deadline for filing of affidavits identifying specialty
stations

October 15, 1998: Deadline for filing reply comments regarding the

October 19, 1998: Deadline for comments as to whether controversy exists
re the distribution of 1996 cable royalty funds
