The Copyright Office uses Regulations.gov to accept and post exemption renewal petitions, petitions for new exemptions, and written comments responding to renewal petitions. Submit all petitions and written comments through Regulations.gov. If you cannot file petitions or comments electronically, or if you have questions about the submission process, please contact the Copyright Office using the information in the notice of inquiry.
- To submit petitions to renew an exemption granted during the ninth rulemaking, use the Office's Petition to Renew a Current Exemption form (PDF, 191 KB).
- To submit petitions for new exemptions, use the Office's Petition for New Exemption form (PDF, 221 KB).
Read the following instructions carefully before submitting written comments through Regulations.gov. A link to the comment submission form for both short-form and long-form comments appears below the instructions.
Instructions for Submitting Short-Form Comments
- Submit a short-form comment to briefly express general support for or opposition to a renewal petition.
- Type your comment directly into the Comment field on the Regulations.gov submission form. Do not upload a file containing the same comment. The Comment field has a 5000-character limit.
- Submit a separate comment for each renewal petition you wish to address. You may submit comments for more than one renewal petition.
Instructions for Submitting Long-Form Comments
- To submit a petition to renew an existing exemption or propose a new exemption, submit your comment directly through Regulations.gov. Comments responding to petitions for renewal exemptions are not required to use a particular form; they may be single-spaced, but should be in at least 12-point type.
- Submit a separate comment for each renewal petition you wish to address. You may submit comments for more than one renewal petition.
- Include the name of the submitter and any organization the submitter represents at the top of the document. This information is required in the uploaded document even though you will also enter it in the fields on the submission form.
- To upload your comment, click the "Choose files" button under the "Upload file(s)" section of the form. Do not type any information into the Comment field—the system will automatically populate the Comment field with the phrase “See attached file(s).”
- Upload comments and all associated documentary evidence as a single file in either a Portable Document File (PDF) format that contains searchable, accessible text (not an image); Microsoft Word; WordPerfect; Rich Text Format (RTF); or ASCII text file format (not a scanned document). The maximum file size is 6 MB.
Instructions for the First Name, Last Name, Contact Information, and Organization Name Fields on the Regulations.gov Submission Form
- Individual Commenters.
- To comment as an individual and not on behalf of an organization, enter your first and last name in the First Name and Last Name fields. Leave the box labeled “I am submitting on behalf of a third party” unchecked.
- To submit comments on behalf of more than one individual, enter the first and last name of the first individual listed on the comments and add “et al.” after the last name (for example, type “Jane” as the first name and “Doe et al.” as the last name).
- To provide optional contact information, check the box labeled “I want to provide my contact information” and complete the related fields. All information and files provided in the submission process will be publicly available.
- Organizations.
- To comment on behalf of an organization, enter the first and last name of an authorized representative responsible for the comments in the First Name and Last Name fields. Use the name of the person who signed the submission, or the person in the organization who authorized the submission.
- Check the box labeled “I am submitting on behalf of a third party” and enter the organization in the Organization Name field.
- To provide optional contact information, check the box labeled “I want to provide my contact information” and complete the related fields. All information and files provided in the submission process will be publicly available.
