U.S. Copyright Office Extends Comment Period for Rulemaking Relating to Music Modernization Act Implementation

On September 24, 2019, pursuant to the Musical Works Modernization Act, title I of the Orrin G. Hatch-Bob Goodlatte Music Modernization Act (MMA), the U.S. Copyright Office issued a notice of inquiry seeking public comment regarding implementation regulations for the new blanket section 115 “mechanical” license for making and distributing digital phonorecords of musical works, which will become available in 2021.


To ensure that members of the public have sufficient time to respond, and to ensure that the Office has the benefit of a complete record, the Office is extending the deadline for the submission of written reply comments to no later than 5:00 p.m. eastern time on December 20, 2019.
