Comment Submission


The U.S. Copyright Office has published a notice of inquiry initiating a study of the Copyright Claims Board (CCB). Established by the Copyright Alternative in Small-Claims Enforcement Act of 2020 (CASE Act), the CCB is a voluntary forum for parties seeking resolution of certain copyright disputes that have a total monetary value of $30,000 or less. Pursuant to its authority under the CASE Act, in advance of the CCB’s launch on June 16, 2022, the Office promulgated several rulemakings pertaining to CCB processes and procedures, hired the CCB’s staff, built an electronic filing and case management system, and facilitated other operational essentials.


The CCB’s first final determination was issued in February 2023. The CASE Act directs the Office to complete a study of the CCB within three years of its first final determination. To inform the Office’s study, we are seeking comments from the public on various issues pertaining to the CCB, including its use and efficacy.


Initial comments are due May 9, 2025, and reply comments are due June 23, 2025.
