Proposed Amendments to Regulations Governing the Group Registration of Newsletters
Effective December 30, 2018, the U.S. Copyright Office adopted a rule governing the group registration of newsletters. That rule amended the definition of “newsletter,” and eliminated certain requirements for registration eligibility. The Office now proposes to further amend this rule by expanding the eligibility requirements for this option. The proposed amendment removes the current requirement that the newsletter must be published at least twice a week. Publishers would be permitted to submit group registration claims for newsletters that are published as infrequently as twice a month. In addition, the Office intends to update the address where complimentary subscriptions should be sent for purposes of satisfying the mandatory deposit requirement for newsletters and other types of serial publications.
