Copyright Office Invites Second-Round Comments in Publishers Protections Study

The U.S. Copyright Office has published a Federal Register notice seeking further comments on the effectiveness of copyright protections for publishers, with a focus on press publishers. These comments will support a congressionally-requested study of whether additional protections for press publishers are desirable, following the recent implementation of such protections in the European Union. The Office published an initial request for comments on several questions related to these issues on October 12, 2021. In their second-round comments, parties may raise new issues, amplify their initial comments, present empirical studies, reply to or expand upon issues raised in the initial written comments or at the December 9, 2021 virtual public roundtable.
