U.S. Copyright Office Issues Notice of Inquiry on Music Streaming Fraud

The U.S. Copyright Office published a notice of inquiry (NOI) on music streaming fraud, pursuant to a congressional request to gather information on its prevalence across streaming platforms and how this practice may be affecting the music industry.
The NOI solicits public input on various topics related to streaming fraud, including the methods that bad actors use to commit fraud, the methods that different stakeholders use to combat it, and potential voluntary, statutory, or regulatory solutions.
The NOI and comment submission instructions are available on the Music Streaming Fraud policy webpage. Initial comments must be received no later than November 23, 2026, at 11:59 p.m. eastern time, and reply comments are due by December 21, 2026, at 11:59 p.m. eastern time.
